Well, if I see it correctly, you need to be at least a 3rd level spellcaster to be able to benefit from this ability (I don't know any polymorph spells of level 1) - anyone actually benefiting from a Vicious weapon usually is a warrior-type character, so it seems a fairly high cost. It essentially might give you +1d6 damage per attack, for the cost of one feat and the loss of 1 or more points of BAB. Power Attack and Weapon Specialisation could achieve the same...

Sure, but that's kind of the point. If you go to the effort of making sure to have these buffs cast on you, you get a reward. Sure, it might be a lot of trouble, but it is just an option.
