resizing an animated GIF

So how do you do it without losing the animation? Like the one I've attached to this post

Mind you I don't have any art programs that didn't come with my computer.

I am not an expert, but I think you would need to get a gif animator and resize each image in the animation separately. What size did you want it?
 

64x64 so I can use it as an avatar.

Though thinking about it latter I got to thinking if we can use animated gifs as avatars anyway.

We can. See mine for an example.

The big sticking point is that it has to be less than 5K, which can sometimes be hard for an animation.
