Does Restoration negate all negative energy levels?

Lesser Restoration does not mention negative energy levels at all, while Restoration states "This spell functions like lesser restoration, except that it also dispels negative levels and restores one experience level to a creature who has had a level drained.".

Greater Restoration states "This spell functions like lesser restoration, except that it dispels all negative levels afflicting the healed creature."

Is the intension Restoration is suppose to cure all temporary negative levels and only 1 permanent level drain?
