Hey,

I knew this rule but it has never really come up in my game until recently.

A player of mine thinks he gets retro-skill points for increased INT, we all know this is not the case, however, since said player is a rules lawyer and I haven't been able to put my finger on the text -where exactly is it?

Don't have 3.5, but in the 3.0 PHB it is the last sentence in Chapter 1: Abilities (not the sidebar).

I thought everyone ignored that rule and just let characters get the skill points retroactively. Odd to find that people actually use the rule.
