There were rules in an old Dragon mag that, if you wanted to utilize Ride or Mounted Combat on a humanoid, you both had to take the appropriate feats.
So a Gnome riding a Minotaur ally (Savage Species), to gain the benefit of Mounted Combat, both characters had to have the feat.
