Hobgoblin is different - it's classed (warrior).
More of the rules:
... All listed skills are class skills, unless the creature has a character class (noted in the entry)...
The warrior’s class skills (and the key ability for each skill) are Climb (Str), Handle Animal (Cha), Intimidate (Cha), Jump (Str), Ride (Dex), and Swim (Str).
Hobgoblin:
Skill points = 8 (no int bonus) for 1st level WarriorSkills: Hide +3, Listen +2, Move Silently +3, Spot +2
Dex = +1 bonus to Hide, Move Silently
Wis = -1 to Listen and Spot.
Studded Leather = -1 to Hide, Move Silently
Alertness = +2 Listen, +2 Spot
Racial = +4 Move Silent - This is not included in the numbers presented beacuse that's the way MM does it "for clarity."

Before spending any points, after adjustments:
Hide 0, Listen 1, Move Silently 0, Spot 1
Total points needed to get to the listed skills entry = 8, but they are supposed to be cross-classed since the Hobgoblin is listed as a "warrior," thus it's wrong - he's got twice as many skill points as he should have.
This appears to be an error. Whoops - this should be in errata.
