It's out there and it's in pdf form. Has anyone here taken a look at it? Though it's somewhat incomplete, I think the original author has laid down a solid foundation for a Rifts d20 game. I might just fine tune it for my own use. For those who have seen it, what do you think?

I haven't seen it and I'm a huge fan of everything d20 and Palladium. Got a link or is this just another rumour?

I guees it could be used as a baseline to do it right, but it would probably be faster to just do it from scratch then altering all of that. I give a 3 out of 10.

Yes, the Palladium folk have been exceedingly thorough in stomping out any attempts to convert and distribute a D20 version of Rifts, or any of their other products.
