D&D 5E Righteous Rage of Tempus: Next weapon attack?

The power gained from this feat (revised version) says,

If you hit with the next weapon attack that you make before the end of your next turn and it isn’t a critical
hit, you roll the extra damage dice that you would roll if you scored a critical hit and deal the result as extra damage.

It does not say "melee weapon attack" nor "ranged weapon attack".
Also, it does not say "attack roll", just "attack".

In my understanding, a close attack is still an attack. And there are many "close weapon attack" powers.

So, what will happen if I use "Divine Power" following Righteous Rage of Tempus?

Will all the targets hit by close attack suffer extra damage from RRT?

Since the power specifies you deal the extra dice you would deal if that attack were a critical, and an attack wihtout an attack roll can't ever be a critical, I would say your extra dice are coming from a null set, which is to say there aren't any extra dice.
