I agree with the notion that the item is best used as flavor. I'd LIKE for it to be seen as only having 'trinket' value. I want to use it as flavor mostly but I need to keep in mind that the item could wind up in the hands of the players.

As DM, I'm not really concerned with getting the most out of this type of item to min/max an NPC. It's just somtheing I want to use to remind his followers who's in charge. Frankly, I'd like make it REALLY powerful and make the command unavoidable, automatic save failure. But I need to keep in mind that whatever I put in my NPC's hands could and will probably eventually wind up in the hands of the PC's. And also considering that as DM, I often run many (the PC's) vs. one (my boss monsters), that kind of backup item needs to be taken into consideration when planning tactics.

That's the only reasy why I care about it's relative power level and value.
