Does the bonus (+30 ring, and +10 competence of the boots) stacks!?
With both itens the final would be +40 for jump ??

Yep, you can "jump good" with those items...

Now take Legendary Leaper from the ELH to remove that whole "height" restirction on jumping and your set to go!

Either that, or be a monk.

Does anyone else find it weird that a 7th level monk can get leap of the clouds, but everyone else has to be epic-level?

I don't have the book in front of me, but I'm pretty sure that at least the ring of jumping and perhaps the boots of striding and springing already eliminate the height-based restrictions on jumping.

The wearer of these boots moves at double her normal speed. In addition to this striding ability, these boots allow the wearer to make great leaps. She can jump with a +10 competence bonus to Jump checks, and the wearer’s jumping distance is not limited by her height.

Jumping

This ring continually allows the wearer to leap about as if a jump spell had been cast upon him, adding a +30 bonus to all his Jump checks and eliminating his usual maximum distances.
