D&D 5E Rise of Tiamat. Galvan the Blue?

OK I just read through Rise of Tiamat now that I own it. While I like it a lot I noticed that the one of the 5 Wyrmspeakers Galvan the Blue has no role in the Adventure. There is a picture on the first page of the book of him and is mentioned alongside the other Wyrmspeakers. His Bio on the D&D site mentions that he is Severin's second in command, Talis's mentor and a respected member of the cult. However in the actual Adventure he never shows up and is not given stats. The only other Wyrmspeaker who is not given stats is Varram who will likely never be fought. But Galvan is not mentioned at all despite getting a nice picture at the front of the book.

Was the part that featured him cut or something?
