Rod of Excellent Magic question

Apparently this is an epic item that gives you 2000 XP once per day.

Doesn't this allow you to automatically abuse any spell that costs less than 2000 XP? Like gate!?

Anyway, I'm hoping that someone will confirm that this is an error, and if so I promise to stay away from open cans of Tahiti Treat.

Is the XP permanent??!?! If it is then a wizard can gain 10+ levels in a year just by sitting in his butt using this rod!

I believe that the item in question only provides experience for the express purpose of spellcasting and/or item creation. So no, you don't simply drain XP from it and level up. But you could use the item to, for instance, create 2000XP worth of magic items per day, without draining anything from your own total. Or cast Limited Wish. Etc.

The 2,000XP are only available for spellcasting (and the entire item can be destroyed to provide that same XP towards scribing an Epic Spell into a monlith or whatever).

And it only gives XP once per day -- if you pull 10XP from it, it goes inert until the next day.

So, yes, you can have your one free Limited Wish per day. Or you can freely upgrade the caster levels of yoru permanent spells, one spell per day, for 2Kxp less per spell.

But you won't go up levels, and you won't get lots of nearly-free magic items.

Now, consider, it's a 650,000gp EPIC item. The only folks who'll have one, are Epic spellcasters, anyway. At that point, 2,000xp is more an annoyance cost than anything significant, anyway.
