[RoF] Gray Orcs have no Darkvision?

Okay, I've read it five times. I still don't see why Gray Orcs get light vulnerability but have NO low light, or dark vision! WTH?

So has anyone house ruled this one? Is it just an oversight? Or does having Scent make up for it?
