Rogue Power - King's Castle

Hi guys.

I'm going to play a Halfling Rogue soon, and I have a question about the 1st level Encounter Power King's Castle.

Is the effect mandatory or a bonus?

Requirement: You must be wielding a crossbow, a light blade,
or a sling.
Target: One creature
Attack: Dexterity vs. Reflex
Hit: 2[W] + Dexterity modifier damage.
Effect: Switch places with a willing adjacent ally.

Basically. Can I make the attack for the 2[w]+Dex even if I don't have an ally to swap places with?

The requirement only specifies what weapons can be used. Nothing about adjacent allies.

Its a bonus effect, I would rule you don't need to be next to an ally to use the power only to use the effect.

 

[Zurai]

If there is a willing adjacent ally, you must swap with him. If there isn't, the effect doesn't trigger but you still do damage.

 

[Bagpuss]

I'm pretty sure (need to find confirmation) you don't have to apply additional effects if you don't want to.
