Not just there. By all rights, this should have had consequences.

I recently have been told a story from somewhere around here.

This guy saw someone on the street while driving by him, and he honked. Honking in town is forbidden unless you want to warn someone. No biggie, right? Well, wrong, because some cops heard it. He was stopped, they told him that you're not supposed to honk within towns, and that he had to pay a fine of 10 bucks. He only had a twenty, and they couldn't change, so he just honked again and said "keep it". They got him for defamation of a civil servant on duty.

Well, no, the officer chose not to do real work for 6 hours or so. He legally had the right to refuse consent for a search; it doesn't make much sense for exercising your legal rights to be illegal.
