James Wyatt wrote some rules and a setting - nothing formal but you can find it here:

http://aquela.com/roleplaying/SPQR/index.html

There's also the GURPS setting book, plus the AD&D setting book which is available as a chargeable download here:

... but neither of those two are D20.

I like the stuff James had up too, I remember looking at it a while ago. Good stuff, especially for free.

The Glory of Rome sourcebook put out by TSR is worth getting as a $5 PDF. For the sake of completeness (and because I have heard some less than wonderful stories about SV Games) I will also link to the product at RPGNow (if I can get the link thingies to work).

"From Stone to Steel" by MonkeyGod Enterprises has an extensive section on Rome, including equipment, feats and classes. That book is amazing and I am currently playing a legionaire.

Wasn't there an old 2E Rome Campaign Fluff book. Might be good for basic ideas with it.
Or you contact my old DM (Dan Mello) from 91-93, he ran a Rome-based Campaign for the longest time before we discovered Spelljammer and left Romespace.
