This looks interesting. I downloaded the 1.6 version. However, I can't seem to build a new world . I get an error "Warning, World already exists". I also can't seem to e-mail the creater, but that might just be me or Hotmail.

You have not extracted correctly the zip archive. If you check the "Use folder names" option in Winzip, everything will be alright.

I have been looking for a program like this. Though the interface could be a bit easier to use.

I can't seem to find the "Use Folder Names" option in WinZip. I have WinZip 9. Where would this option be hiding?

Click on File -> Open Archive. Click "Extract" button. The checkbox is at the bottom of the window.
