Actually, in 4E, the distinction is between PC and NPC.

In this case, it is further aggravated by the need to put the information onto the back of a small card instead of a multiple-page character sheet.

There are plenty of human beings who fail to possess all of the key qualities of a human.
 

Lets not forget racial powers are probably choices. Pretty sure this was flagged LONG ago by designers. Obviously this halfling did not choose that power... maybe?

I think there can be a number of possible explanations for the halfling lacking a reroll ability.

1. its anoying and timeconsuming for a (often) minor npc race to have.
2. its a mistake and it should have been there.
3. the rpg statblock is an abreviated version of the monstermanual entry.
4. pc's are paragons of their race and have unique (non-pc) racial abilities.


all four can explain it. 1 and 3 i see as acceptable, but 2 is at least as probable as those.
i don't think it's 4, but it would also be okay. I don't really have a problem with pc's being special snowflakes.

Maybe there are options? Not everyone is alike, no?

I would expect a heroic halfling to have different abilities than most other halflings.

The cards are also a good indicator that you can NOT obtain the rules for pcs from looking at monster cards. Several of the cards in there with pcesque classes have damages that make no sense with their strength scores, etc.

The damage bonus seems to be based off the base strength modifier. All the modifiers printed by the stats have 1/2 level added.

2 handed weapons have higher dice damage, but don't add to the str bonus.

Having looked further, I like the way the Hydra's many-headedness is worked with, albeit I never want to be a player facing one! I mean, the thing starts off with 4 bites, then gains one for each 50hp it loses (strictly speaking it loses one, then gains two, but the net effect is the same), so by the time you have it to 28hp, it has 8 bites as a standard action!
 

Some interesting bits regarding Resistance; such as the Vrock's variable resistance (2/encounter), and the Grick's Resist Damage Threshold (wonder what that actually means?)

And don't they have a lot of hit points. I can see combat encounters going on for more than a couple of rounds; when I playtested it did seem that way.
