RPGA Character Creation + The Artificer.

Okay, I know that RPGA creation rules allow the Artificer class, and playtest versions thereof as player resources... however what I want to know is, do you need some player-rewards deal or card stack or whatever to do so, or are you allowed to play one in 4th ed. events as is now?
