Falling has always been one of those odd things in M&M (though, as said, one easily avoided in a Supers genre). If a character pushes someone off the 350-foot White cliffs of Dover, should the damage inflicted be dependent upon the pusher's Power Level? By real-world logic, no -- if Red Skull's pushed off a cliff, he should be in for a world of hurt, whether pushed by Captain America or by Bucky.
Instant Superheroes even explains the "Tele-Drop" -- grab someone (standard action), teleport straight up (move action), drop them (free action), and teleport back to safety (Turnabout power feat) -- as a good tactic (they actually say "best tactic"). With Teleport 4 or higher (and enough Progression for passenger weight), you can do a 200+ foot drop as often as you can grab folks.
So, per the rules are written, yeah, it's completely legal. Should it be allowed against every foe? I'd say no. Plenty of ways around it, too, including the ever-popular "you've lost sight of the body, so he may have flown/teleported away." (i.e., there is no single foolproof attack).[/sblock]
