Honestly, I think that's one of the most loaded statements in all of roleplaying. A DM is a referee. He makes rulings, but that certainly does not make him right in any way, shape, or form. I'm a DM myself. I've got a lot of games under my belt, and I have never, not once, ever supported that phrase. I make rulings. I do not define what is "right".
Anyway, enough of the rant. I'll be here all week, and don't forget to tip your waitresses.
