Mehca and Infantry work on the same scale yes, and it is quite difficult to damage but relatively easy for infantry to hit warmechs. And vice versa for Warmechs with regards to infantry.
Though a group of infantry with a rocket launcher or explosives at thier disposal could cause merry hell to a warmech providing they could stay out of it sights and keep in concealment or cover long enough. This isn't a problem though as most warmechs save a flamer or light machinegun etc for dealing with infantry and leave the big guns for the big threats. don;t forget in many instances ammunition will be an issue so you wouldn't want to waste all your shots trying to shoot really difficult fast moving infantry, but you could if you really wanted to
I haven't seen any special rules for vast conflicts with warmechs, but they are as easy to handle as a conflict of similar size with characters. whether or not Mongoose plan on or forsee the necessity for any mass warmech combat system I do not know.
All beings have hit points all mechs structure points it is however the exact same scale for both so 10 HP damage on one would do 10 Structure points on the other. but as mentioned above the chances of infantry small arms hurting a warmech in some significant fashion are unlikely, while in reverse a Warmechs weapons are far more likely to devastate infantry if they hit them with them, but have a tougher time of hitting them in the first place.
Dragons and Giants do not exist in Mechwar's setting as it stands as far as I am aware, but you could add them in without too much trouble if it suited your own needs.
And yes there is such a thing as morale it's called a Will save

All the status effects like Fear, Shaken, Stunned etc are still possible as per the normal Core rulebook II
