Rules Question: Does Wail of Anguish Trigger White Lotus Feats?

So this question came up at a game I was recently involved in. One of the players activated the daily power 'Wail of Anguish' and then went on to argue that the at-will effect would trigger his white lotus feats. The white lotus feats trigger off of at will arcane powers and many of us found the effect stat block for the at will opportunity attack coming from Wail to be confusing. My personal opinion is that since the parent power is a daily, then white lotus feats shouldn't trigger. But I'd like to know if there's any kind of official ruling as I don't want to be unfair to the player or to those who have differing opinions.

I don't think there's any kind of official ruling. Just remember, Wail's power is an opportunity action and he only gets one of them per turn. So if the target doesn't want to attack him, they don't have to do that.

I'd call it a grey area - the writer of the feat I don't think was looking at anything other than 1st level at-will powers. But they do call them at-wills. I'd probably leave it up to DM.
 

It's one opportunity attack per enemy in the area of effect. But, yeah, ROI appeared to be for actual at-wills vs dailies that produce at-will effects. Am happy to let DM rule, but the question came up and I wanted to see if there was an official ruling.
