What it sounds like to me is that as long as the Sash loser pays something they don't lose a rank, But that shouldn't be the way it goes.

If a sash-A wins against sash-B, Sash-A should get yen equal to his tier from the opponent (who just happens to be a sash in this fight) first before anything else happens. Then becasue Sash-B lost he has the option to pay to prevent loseing a rank and if he now doesn't have enough yen to pay then he loses a rank.

Sash fighters will still want to go against each other because they get more yen if they win (Becasue other sash fighters are more likely to have the yen to pay them off). But they have to make sure they have enough yen to pay their dues if they lose. It's a gamble, but hey! their sash fighters.

Unless you add a rule like Honor between thieves.--Sash fighters do not collect yen from winning a match from other Sash fighters. But they still can recieve yen from sash fighters that are paying not to drop a rank.
