What about having his attacks scour the necrotic resistance off his opponents?

Either have Necrotic Resistance lowered by the same amount as the damage or perhaps by a flat figure of 10 (or 20) per hit.

The most important thing for a dragon is to have an at-will ranged attack, preferably minor and which doesn't provoke OA's. That way it can better keep the pressure on the casters, while being pinned down by the defender. At least I have found it makes for better combats in my group.
 


I heartily recommend a way for him to shed conditions. If I were designing a dracolich, I'd probably give him a 'no action' option to lose 10% of his full HP in order to end a condition (the flavor is that he channels the negative condition into a few of his bones, then rips them out), and take out one of his nasty stunning attacks, replacing it with an attack that transfers a condition on him to the target.

Solos are stupidly vulnerable to conditions.
