Sacred Circle and implement keyword

My paladin player noticed that his Sacred Circle power has the implement keyword. Does that mean that his holy symbol gives the defensive bonus an additional boost?

We all as a group doubt this is correct, since the implement explanation says "adds to attack and damage", and this bonus is neither.

No, as you said the magic item would only provide an attack and damage bonus, which this one does not have.

The only time it might make a difference if there was some secondary property of the magic item that only applied to a power you had used the item with. I don't think those exist in the core book, but in future books you might see implements like that.
 

Since it's not an attack or damage roll, the + doesn't add a benefit.

It could factor in later on a secondary ability. A lot of the holy symbols already have "If you use this to delivery an effect..." type stuff, so there may be something like a "Holy Symbol of Protection" which gives an extra +1 (at heroic tier) to abilities delivered through it which grant AC bonuses (or whatever they go with...)

So, yeah, doesn't matter much right now, but could matter in the future.
