It already is just a guideline, in terms of character behaviour. Every time I join a campaign, it's roll for attributes. Every time somebody tells me about their character, they have at least two 18s, a 17, and a 16 gained from some totally crazy rolling method. "Well, we give everyone a free 18. For the rest of your attributes, you roll 4d6 and keep the 3 highest. Reroll ones and twos. Oh, and you can reroll your lowest attribute". It's mind boggling how often a DM with an attribute rolling system like that will nerf various feats and classes because they are "overpowered".
