The only indication I gave about Tapheon's... concern... was that I made a point of constantly mentioning how one of his four eyes was always locked on Kibi and Scree, no matter what else he was doing or who he was talking to. Also, why a fish? Seems like a strange thing for Tapheon to come up with to use as source of punishment. Or did I miss some history between Dranko and fish?
