Actually, Delta Green was published by Pagan, not Chaosium (who do Call of Cthulhu). Delta Green's in almost exactly the same situation as Freeport: CoA is in respect to the base system.

So, should GURPS: Traveler qualify for this category as well? After all, you could probably play it using the freely downloadable "GURPS Lite" rules. Does that make it "standalone"? What if SJG were to package GURPS: Traveler with a free copy of GURPS: Basic, should that be considered a "standalone" game?
