A long time ago I ran across a old games system called Lords of Creation. The rules were kind of clunky but the premise was really cool. What I am wanting to know is if this game book is anthing like that game? The discription online seems like it.

The Lords of Creation creation game was a D20 (sorta) game that used a skill and stat based system for keeping track of character progression.
The main theme was that there were many different dimensions and that your PC's were special in that they could detect (or see) the effects of multiple dimensions. They also could travel between these alternate worlds and also travel through time. The goal of the game was to get high enough level to become a Lord of Creation and make your own world.

Sorry joesk, I was travelling for the last few days.

I had Lords of Creation too and it was a pretty cool game. We never did get up to the high levels in it, though.

The Second World is more of a straight two dimension modern/fantasy setting, though suggestions are included for adding in different technologies and reality rules at various locations around the world. The book isn't large enough to treat all the possibilities like cybertech and so forth, but I hoped that those things could be integrated easily enough from other d20 prodcuts.
