Nightfall, c'mon man. Help a buddy out. OK, let's try it this way. Of the products you listed, which would segue the best into Scarred Planes?

Well, I don't know the US prices off hand to know whether it comes under your limit, but I would say that R&RII is probably the most linked to the planes. It's not as much scarred lands focused as other books, but it does give more information about the astrology and so on, which I hope would work well with the planes. And since you have R&RI it would fit with that.

If you want weird and wild along with undead, go with Hollowfaust (they enjoy commissioning adventurers so long as they follow the rules). If you're looking for more intrigue, Shelzar, my home town is good. Revolutionary type of campaigning, Calastia. There's always something to do there.

For psionic campaign, R&R2 and Echoes of the Past are the best so far.
