Does the feat "Scimitar Dance" deal Dex-Damage on every missed attack-roll or only when the whole power missed? For example Twin-Strike, what happens when only one of your attacks hit's?

I think that "a power misses" is defined as when "all targets are missed", so it shouldn't apply in the case of Twin Strike.

Even then, the RAI is clearly to deal damage when your miss would lead to a "no damage dealt with this power" situation.
 

The feat says "if you miss with a melee attack" not "attack power" so it should be per target, not per power - just like a wizard power that is an area can include a "Miss: Half damage" or some such, and any target missed is effectted by the Miss results.

Basically Scimitar Dance adds
"Miss : If you are weilding a scimitar, target takes damge equal to your Dexterity modifier."
to all your melee attacks that don't have a "Miss" effect (or that have one that does not do damage, thus making them "Miss : Previous effect and if you are weilding a scimitar, target takes damge equal to your Dexterity modifier."), and is applied per attack, which means per attack roll/target.

By the way, I have no problem with the feat since the character was very unoptimized (high dex ranger even though he nearly never used ranged attacks, no exotic weapons,...) and now he finally get something that closes the difference to the more optimized builds. :)

The build really comes into it's own at Paragon with this and Stormwarden. Partly because the damage difference starts to go away, partly because the Wis guy starts to either fall behind on AC or start spending feats on heavy armor and loosing speed.
