There is a standing army, and we also have danced around the idea of each of the wards on the outside of the city perhaps providing for the defense of their respective sections of the city's perimeter. That would mean that there is a garrisson in the 14th, but the soldiers would not be commanded by the ward government. Each of the perimeter wards is thus also tasked with defense outside the wall.
