Me? I've never been in one.

However, I've been *immersed* in a pool of water, and if I didn't hold my breath, I'd have lungs full of water.

Rain can drench someone, but you're not *immersed* in it. The word Immersed is very specific. The passage about Skragg didn't say they needed to be 'drenched' in water, but *immersed* in water. That's a big distinction.

But whether your under water and holding your breath or standing in a heavy rain, you're only going to get so wet. And that's the thing I'm trying to figure out. The text also says "mostly", not completely or under. If you're 6' tall and in 3'1" of water, that would constitute "mostly".

I've been in rainfall where in about 5 seconds, you're soaked right through so you might as well have jumped in a lake. And just to clarify, this won't be a light drizzle. There will be a fairly heavy downpour.

IMO, the rules are irrelevant here. It will be a cool moment in the game, and isn't completely out of line. Just do it. :)
