I've been in rain that makes you no less wet than jumping in a lake, in a very short amount of time. As DM it's up to me to decide if it's raining that hard, whether it's by random table, player or NPC action, or simple story determination, and I'm rather happy the rulebooks haven't succeeded in splitting every hair down to its finest part in the interest of "balance".
But, how many rains have you been in where you've had to hold your breath because of fear of drowning?
Me? I've never been in one.
However, I've been *immersed* in a pool of water, and if I didn't hold my breath, I'd have lungs full of water.
Rain can drench someone, but you're not *immersed* in it. The word Immersed is very specific. The passage about Skragg didn't say they needed to be 'drenched' in water, but *immersed* in water. That's a big distinction.
