I've been looking and I can't find the answers to two questions concerning scribing new spells into a wizard's spell book.
(1) Can a wizard scribe a spell that is too high a level for him to cast into his spell book? In other words, provided he made the requisite skills checks, spent the appropriate amount of money, and took the approrpiate amount of time, could a 5th level wizard scribe a 4th level spell (from a scroll he found, for example), into his spell book?
(2) After deciphering a magical writing, a wizard must study a spell for a day and then make a Spellcraft check (DC 15 + spell level) to be able to understand it and copy it into their spell book. Can a wizard Take 10 on this check? I can't find anything clarifying this either way.
