Scrolls - Wands

Ok i have not understand yet which heroes can use these things and who cannot. Of course a wizard can use a scroll and a rogue with a successful use magic device trigers the item. But what about other heroes ? questions that have appeared in games :
1)Can a cleric or a wizard use a scroll of different magic ? (for example can a cleric cast fireball from a scroll?) Can any of these two use wands ?
2)Can heroes that do not entirely devote to a class of magic (such as paladin,duskblade,hexblade) cast a spell or use a wand ?

and if the answer to the 2nd question is yes... then...
3)why does a beguiler take use magic device as a class skill ? Is the fact, that he can cast arcane scrolls and wands and use the skill for divine ones , true ?

To use a wand or scroll, the spell has to be on your spell list of the classes you have. For a scroll, you also need to be a high enough caster level to use the spell, or else make a caster level check. I think for scrolls you also cannot use an arcane scroll if you're only a divine caster and vice-versa, even if the spell is on your class spell list.

A cleric could use a scroll of fireball if he had the magic domain. He'd need at least 10 cleric levels to count as a 5th level arcane caster, so he might need to make a CL check. I'm honestly not sure if having the spell as a domain spell would be sufficient to use a wand or scroll of it.

Paladins, hexblades, etc... can use wands and scrolls of spells on their lists. There are also Eternal Wands which any arcnaist cna use, even if the spell isn't on their class list. Also, Rune staves to add spells to your spell list, each useable a few times per day. Both items are in Magic Item Compendium.

If you otherwise would not be able to use these items, you can use UMD skill to be able to. For a beguiler, UMD would let him use divine scrolls and wands, and spells not on his class list. So it's still very useful.
 

I think that anyone using UMD to cast from a scroll needs to decipher the scroll first -- UMD isn't enough alone. So your rogue would need to cast Read Magic or have a very high Decipher Script roll. Is that true? Can someone confirm?
 

1) No. A cleric (divine caster) cannot use an Arcane scroll even if the spell is on his List. (like Darkness). The same goes for a wizard (arcane caster) cannot use a divine scroll.

b. Wands do not have arcane or divine pre-cursers. So as long as they have the spell on their list, they can cast it. They do not have to be able to normally be able to cast it as a spell when using a wand (ie a Ranger with a Wisdom of 8 can use a Cure Light Wounds wand.)

2. Yes, as long as the spell is on their spell list. See above about the difference between using arcane and divine scrolls.

3. Yes. UMD could be used for Divine scrolls or to use a magic device (like a scroll) as a wizard would. So a Beguiler could Use Magic Device to allow a scroll as if he had a particular spell on his class spell list. But yah, you need to decipher it first, but that can be done at any time, not at the time of casting.
 

Also, you can use UMD to decipher a scroll like you would for Spellcraft. (The DC is 5 higher, but otherwise, it's the same.) So a non-caster using UMD to activate scrolls only needs a good UMD; he doesn't also need a good Spellcraft or to use items to cast Read Magic.

Any character with UMD can use a magic item not normally allowed for their class.

1. Have to use UMD or any feat/ability that allows the caster to access the spell.
2. Any class that has spells can use a wand/scroll/whatever if that spell is on their list. For example, a paladin can use a wand of cure light wounds since that spell is available to him. For other spells that are not on the list, then it's UMD time or if they possess a feat or special ability that allows the access.
