Maybe I didn't explain it well enough - you *wouldn't* get 6 actions per round, once you consider weapon speed factors. For example, I'd recommend that wielding a Great-Axe, a Great-Sword, or a Maul would give you a *at least* -4 to initiative. Likewise a dagger wouldn't affect your initiative much at all - therefore, Someone with a Dex 18 (init bonus +4) who wields a dagger *does* get a 5 or 6, but would get only a 2 or better wielding that great-axe. I also didn't make clear that BAB wouldn't reflect the number of attacks you get - that never made any sense to me to begin with. Why should multiple attacks be less effective than the first attack? SO - the maximum number of attacks anyone could ever get would be 6 per round, given a fast weapon and a decent die roll. Additionally, the method I am using guarantees that those with lower initiative will *still* get to act on their segment since they go first on their segment and everyone with higher initiative follows.
Lemme try and reformat the table - it'll be the phase followed by what order each person goes on in that segment, based on what their initiative is:
6: 6
5: 5,6
4: 4,5,6
3: 3,4,5,6
2: 2,3,4,5,6
1: 1,2,3,4,5,6
So - hopefully this comes out looking less confusing than my last attempt. Basically, it guarantees that people get to go on their initiative in the segment and not be prevented from doing so by someone with a higher initiative - while still allowing that someone with a higher initiative can still attack first in the round.
Hopefully this doesn't confuse anyone further.
