Sensing the presence of magic - isn't the mechanic backward?

I have no problem with more powerful magic not causing as much distortion and being harder to detect.

Using exception design this is a great character hook. All trained Arcana characters in a town suddenly detect the presence of very power magic nearby. Someone needs to go see what is happening...

Also a nice paragon feat might allow this skill use as a minor action. Powerful but not uber-powerful. Might need to shove it into the epic tier...
