Another good one was in 3E (who's name I cannot recall nor find) had a world where there were nine gods (one for each alignment) and a blood sea (which was polluted with the blood of a slain titan) that was a very good dark fantasy alternative. I wish I could find that one again.
I'm pretty sure you're thinking of the Scarred Lands, which has been updated for 5E.
Lots of neat twists on standard D&D monsters closely tied to the gods: can't speak to the politics.
I will put a plug in for Northern Crown, a discontinued setting from Atlas Games based on a mythic North American Colonialism that feels like Orson Scott Card's Alvin Maker Series or the short horror stories of Manly Wade Wellman. It's a 3.0 game, but just remap all the classes to 5.0 classes (which is trivial), pick your favorite firearms rules (which is easy) and go to town helping Chiron Franklin stop the rebellion of Athas Burr. (Note this is a mythic North American Colonialism, inspired by American history in about the same way Averoigne was inspired by French history. It should be taken only as an amusement, OK?)
