Elementals only get 2 skill points per EHD, no intelligence bonuses. Still, we're talking over 400 points of skills... And 'he' should have a very wide variety, just about every non-culture-specific skill in the books, so to speak.

Feats: Alertness, Cleave, Combat Reflexes, Dodge, Great Cleave, Improved Critical (slam), Iron Will, Lightning Reflexes, Power Attack, Sunder, Weapon Focus (Slam)

Nahhh, forget Iron Will / Lightning Reflexes and Weapon Focus (unless required by the jack-up-critical feats). You want ambidexterity, two-weapon fighting, improved two-weapon fighting, greater two-weapon fighting and perfect two-weapon fighting.

Epic Feats: Damage Reduction (x3), Devasting Critical (slam), Fast Healing (x23) Great Charisma (x2) Great Constitution (x4) Great Dexterity (x7), Great Intelligence (x7) Great Strength (x3) Great Wisdom (x2), Overwhelming Critical (Slam)

Drop 10 ranks of Fast Healing, all 4 ranks of Great Constitution, and all 3 ranks of Great Strength and dump it all straight into Damage Reduction, granting a DR of 60/-. Makes his Paragon and Primal DRs kinda useless, but not being subject to critical hits... He's no longer really subject to physical weapons.

All the normal feats where the ones the Primal Elemental gets as base package. I'm not trying for the end all fighter here, I think that would be to easy looking at the sheer power of this thing. THe skills and epic feats need to be reqowrked once a I get a clearer concept of what this thing's focus is.

Well, unless you are going to give the think spellcaster levels (ewww) D&D as a whole does not have many 'non-combat' feats.

I was thinking you might want to give him Divine Rank 28 and make him the Overdeity of the Elemental Plane of Water?
 

I was thinking of giving him a DR of 5 or less. But in doing that I would also give a similiar DR to the other big water guys. He did turn out much badder then anticipated.

While he has a lot of physical power, he does have no magic. That is a huge weakness at this power level.

Well thats only because we havent gone through and decided on class levels for the big'uns yet ;)
