Seems like it would to me. The ettercap's not mentally freezing you or injecting you with a drug. He's rooting you with a sticky web. Teleport out.

Feels like things that immobilize or restrain should perhaps have a keyword if they do (or don't, whichever is easier) go away when teleporting.

Indeed, they should either have a keyword ("no teleport") or specifically reference the fact in the power. With the ettercap, for instance, there might be a question in some folks' minds that you would still be covered in sticky goop in the spot you teleport to. And being a fey creature, it could just magically stop 'porting.
