If these are the kinds of issues you're having with S&B, then most of the other d20 sea battles rules (Broadsides, Seafarers' Handbook) are going to be more than what you want too.
Take a look at the 2e FR book, Pirates of the Fallen Stars. It includes simplified combat rules that don't require you to keep track of positions with miniatures, but focus on the colorful effects of the battles -- critical hits, crew fleeing in fear, etc.
