Inconsequenti-AL: I think your right and will probably just house rule up a feat for the character to use.

Infiniti2000: I think your right and will probably include a condition in said feat that it only works with either a) all ranged weapons (but not spells), b) a weapon of the character's choice (but not spells) or c) just say the feat only works with the type of weapon the character wants to use, (firearms) since I'm building it specifically for that character anyway.

Maybe, but then all characters have at least two stat dependencies now. Most people refuse to touch a character with a Con of less than 14.

I hear that. I tried to play an elven rogue with Con 12 in a one-shot a while back (level 3), and I died horribly in the fight vs. the big bad (wererat with rogue levels; I got flanked and ... SPLAT!).
