I remember the Declare than Roll Initiative days.
Another factor of 1E and 2E was Casting Times and Weapon Speeds. For those that like the static Initiative throughout combat this was great that you declared than started your action, your action took effect when the CT or WS was up.
It made for a broader range of weapons used in combat and even more a judgement of the wizard deciding which spell to use. Magic Missile with a Casting time of 1 might not get interrupted, but that Fireball with a Casting time of 3 might.
