Should Spot checks include looking up?

If a DM really wants me to recite a litany of Standard Operating Procedures gleaned from years and years of gaming experience every time I walk into a room, I am willing to comply in order to teach that DM a lesson.

An occasional modest bonus +2 for specificity is an appropriate reward for good play. Penalizing for lack of specificity is a lose-lose proposition.
