Show me your points of light.

All of this talk about points of light has put me in the mood to generate towns that might serve as said points of light. Here I've used the rules in the DMG to generate a town (actually a village). At the end of the post, I have stats for how the village might look in 4E (and yes, I know that gnomes will likely not make the cut into the PHB1 for 4E). So, take a read-through, then show me your points of light for 3.5, 4E, or both.

Rocky Hollow (village): Conventional; AL LG; 200 gp limit; Assets 6140 gp; Population 614; Isolated (96% gnomes, 2% dwarves, 1% halflings, 1% other races).
Authority Figures: Sheriff-Commander Ber Ayznbarg, NG male gnomish Ftr 7 (elected sheriff and appointed commander of the militia).
Important Characters: Mayor Zindel Birgermayster, LG male gnomish Ari 3 (elected mayor and wealthiest gnome in the village); Fishke Shnayder, N male gnomish rogue 7 (tailor, master of the thieves’ guild, and secret financial advisor to the mayor); Sef Barfus, CG female gnomish Rgr 1 (beloved member of the watch responsible for protecting the farms outside the village proper).

Rocky Hollow is a gnomish village built into the rocky hills surrounding xxx Falls (if anyone can suggest a cool name for the falls, I'll take it). Just over one-sixth of the population resides within the village proper, with the majority of the population occupying the fertile farmland that extends roughly three miles in all directions.

The village proper boasts a large number of crafts-gnomes who occupy burrows built into the rocky hills on either side of the falls; in most cases the openings of these burrows serve as workshops and storefronts, while the deeper reaches are given over to living space. The largest burrow in the village, of course, belongs to Mayor Zindel Birgermayster and his family. Community buildings including a barracks, a temple dedicated to Garl Glittergold, and a school administered by bards, clerics, and wizards (predominantly illusionists) are well out of sight behind the falls themselves.

To get here, I basically dropped all levels to 1, unless it was someone who had to be in a supervisory position over other characters (i.e. the master of the thieves' guild). I was able to keep the sheriff-commander's level at 1, because he is a fighter supervising warriors; technically, he supervises the ranger as well, but I see her as a particularly talented and independent subordinate. I kept one of each of the other PC classes that were in the original village, though only at level 1; the others were converted to experts to represent the high number of crafts-gnomes in the village. Warriors who weren't needed to fill the ranks of the watch or militia were converted to commoners.

Its just a concept for a single aspect of the setting, but...

Wizards are scoundrels. The very word "wizard" is practically an insult, synonymous with words like "vagaband", "con man", or "crook". Wizards are vagrants and tramps, with no home and few possesions. They wander between villages, carying little but their walking-sticks and tattered robes. Because they live outside the safe boundaries of a village, they are viewed with suspicion and fear. Their mysterious powers only add to their bad reputations.

Many wizards are orhpans who have been taken in by another travelling wizard and trained. Their lives are hard, and they survive with their wits. Many wizards multiclass as rogues. Many make their living selling cheap "snake oil" potions, or using their magic to con people out of their belongings or blatantly steal. Many fall in with mundane bandits, or lead groups of such. They always have schemes, born from their lust for ever greater magical and worldly power.

Many wizards see each other as a kind of extended brotherhood of people who share the same fate. They keep their secrets hidden, even to each other, but they are usually wiling to lend aid. Further, many wizards share similar ascetic ideals and beliefs, considering them selves greater than those who live their lives in safe villages, away from where true power and wisdom can be found.

Obviously enough, grand magical colleges and well-respected organizations of wizards are nowhere to be found, and provide no stabilizing element on society. More often than not, wizards work to undermine society, rather than asist its growth. All the magical services a wizard can provide are not easily come by, and there is a great risk of being cheated or robbed whenever a deal with a wizard must be made.
