I have a vague memory that before the change to the new version of vbulleting there was an option of only showing signatures once per page.

I do as well. I miss it. I would like it back on.

Every 3-5 seconds adds up, making my time less efficient, adding up to more time sitting around being . . . less active.

You may think that is silly, but I forget whether it was Google or Amazon that did the research but they found that the extra .5 seconds it took a page to render 20 results instead of 10 results caused users to think the site was slow, slow enough that a not insignificant number of users went away and didn't use the service.

You're assuming that people who lacked the decency to trim their sigs to begin with will both be looking in meta and reading this thread AND have the decency to reduce their sigs after you requested them to.

That borders on an almost bureaucratic level of micromanagement that just . . . is just wrong to me. Poor little annoyed person "tattles" to authorities to make someone else behave.

Another tactic that I've used in the past is to simply ask the poster with the offending signature to make it smaller (generally done in a thread they started, so they are more likely to read the post). This has been a remarkably successful method. I've also had good luck using this method to recommend people not use white colored text (invisible in the White theme).

Most of the time, people are not being intentionally annoying (at least on ENWorld), and will happily take your advice if it is presented in a civil and non-condescending manner.

I see the option in the account settings (Settings & Options > Edit Options), it is listed as Thread Display Options > Additional Visible Post Elements > Show User Signatures More Than Once per Page, but unfortunately that set of options says that they currently don't do anything until after the next forum upgrade. I know that there are newer versions of vBulletin available, but I don't know if they added support for those options yet.

So sure, some jerk can use A GIANT PLEA FOR ATTENTION, and I'll see the first 50 pixels of it. In practice it reduces the pain quite a bit, and still allows me to look at sigs if something relevant comes up (i.e. "see the link in my sig!").
