Well, the director is French. But the writer (Roger Avary, best known for co-writing "Pulp Fiction") is not. The four top-listed stars are Australian, American, English, and Canadian. It's pretty wide-ranging that way. It's not going to be in French, either.
The main company behind it, Davis Films, is French.

"Davis Films of France and Japanese video game software maker Konami Corp. said Thursday they have agreed to make a movie based on Konami's popular 'Silent Hill' game series. The movie will be directed by Christophe Gans, who previously directed 'The Brotherhood of the Wolf' and 'Crying Freeman,' Konami said, adding the film's storyline and budget have yet to be decided."
And one of the writers is French. (And Roger Avary sounds like a French-Canadian, though I dunno. He's done a lot of films in France).
Anyway, that doesn't really matter. I just thought it somewhat odd, since as I mentioned, there's no shortage of Japanese horror directors/writers, and the games were done by a Japanese company. You'd get a more authentic feel, I'd think.
Still, this is the same company that did Resident Evil. Which I didn't think was too bad, though not much like the games.
(Though to be honest, the only recent French horror movie I've seen, besides the Resident Evil movies, is "Bloody Mallory", which I loved, but was extremely campy.)
