I'm saying that your change isn't overpowered. In fact, it generates a trap option; dex based barbarians are junk compared to strength based barbarians.

Alternative Class Feature
Whirling Fury
(Replaces Reckless Attack)
On your turn when you first make a melee weapon attack, you can choose to enter a Whirling Fury until the start of your next turn. While in a Whirling Fury, all of your melee weapon attacks have advantage, use dexterity to hit, and do not add your proficiency bonus to hit. If these whirling attacks hit, deal damage from the weapon's damage dice, plus twice your proficiency bonus (if you are proficient with the weapon), plus your strength bonus, plus your rage bonus (if you are in a rage).

While in a Whirling Fury opportunity attacks by anyone you have hit that turn are at disadvantage, and all other attacks on you are made at advantage.

There; a 14 strength 16 dex halfling is viable, dual-wielding scimitars.

When making a normal attack it is +4 to hit for 1d6+2 damage (plus rage).

When making a whirling fury attack, it is +3 to hit for 1d6+6 damage (plus rage) at advantage.

Reckless Power Attack (Replaces Reckless Attack)
On your turn when you first make a melee weapon attack, you can choose to make a Reckless Power Attack. Your strength-based melee weapon attacks on your turn gain advantage and add twice your proficiency bonus to damage. However, until the start of your next turn, you do not add your proficiency bonus to hit on any attack, and all attacks on you are at advantage.

which does something similar for strength-based barbarians. (GWM is so good on a barbarian it was a feat tax).
