Does a 3rd level Aasimar(ecl +1) paladin count as a 4th level character a for determining whether or not he gets an ability score increase?

Yes you do, Standard Feats and Ability Score Increases are based on Character Level: which in your case is 4th.

Actually, no you don't.
ECL (HD+level+level adjust) only affects how much experience you need to make the next level and how much starting gold you get (dmg 172).

For determining Ability Increases and feats you only use HD+Levels, where feats are gained 1 every 3HD and ability increases are gained 1 every 4HD.

The current FAQ (2nd page) addresses this more clearly.

Just as a rule of thumb, I find it easy to answer any question regarding LA and ECL this way:

Level Adjustment (LA) is meant to be a "penalty" in payment for having extra abilities. Therefore, it never helps you get things, and always slows you from getting them.

So...
It never counts for feats.
It never counts for Stat Increases.

It always counts for XP for next level.

See what I mean ?

Except that it does count for starting wealth, which is one way of "getting things". Other than that (and Vow of Poverty, which is just a different skin on starting wealth) that's a good way of phrasing it.
